1. The peer review process.
1.1. The peer review of manuscripts submitted for the publication in the scientific journal “Intelligentsia and the World” is carried out by the Editorial Board of the Journal. The Executive Secretary is responsible for the timeliness of the review process.
1.2. The Journal operates a double blind review process. The review is carried out by the “Intelligentsia and the World” Board members as well as by highly qualified external professionals who have profound knowledge and expertise in the field and who have publications on the relevant subject over the past three years.
1.3. A reviewer can ask to recuse him / herself from reviewing the manuscript in the case of: 1) a reviewer, in his / her judgement, has not enough expertise to evaluate the work; 2) a reviewer cannot be objective due to a conflict of interest with the author or the institution related to the manuscript; 3) a reviewer is one of the co-authors of the manuscript. In these cases, a reviewer must report the fact to the Executive Secretary, Editor-in-Chief or Deputy Editor-in-Chief.
1.4. Timelines of the reviewing process are determined considering the conditions for timely and efficient publication of the manuscript and usually shall be carried out within 30 days from the date of submission.
1.5. The Executive Secretary informs the authors by email that the manuscript has been received by the Journal, sent for reviewing, and announces the decision.
1.6. The peer review is confidential for the authors. The copies of the reviews are sent to the authors only with a substantiated rejection letter.
1.7. The submissions ones rejected are not accepted for resubmission.
1.8. Unpublished materials obtained from the submitted manuscript must not be used for one’s own purposes or shared with the third party without the written consent by the author. Information or ideas received during the editing process and connected with possible advantages must be preserved confidential and must not be used for one’s own purposes.
1.9. Reviews shall be kept by the Editorial Board for a period of five years from the date of acceptance of the manuscript or the date of the Journal’s decision to reject the manuscript. The Editorial Board shall send copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation and to dissertation or expert Boards of VAK RF upon the request therefor.
2. Review Content Guidelines.
2.1. A review should contain a qualified analysis of the manuscript, objective and well-reasoned evaluation and substantiated recommendations.
2.2. A review should include four sections.
In Section 1 the reviewer evaluates: completeness of the documentation, compliance of the size of the manuscript with the guidelines, relevance of the abstract, choice of key words, bibliographic description.
In Section 2 the reviewer evaluates:
— relevance and novelty of the subject of the manuscript;
— compliance of the manuscript structure with the guidelines;
— presence of all necessary sections in the introduction as indicated in the guidelines;
— coherence and style of the manuscript;
— ingenuity of the problem solution and significance of the conclusions.
In Section 3 the reviewer notes the inaccuracies and makes recommendations on improvement of the manuscript. Remarks and recommendations have to be objective and fundamental, aimed at improving the scientific and educational level of the manuscript. In case there are no remarks and recommendations, it is indicated in Section 3 of the review. If the reviewer is going to reject the publication, his / her arguments have to be most reasoned.
In Section 4 the reviewer makes conclusion on the relevance / irrelevance of the publication to the focus of the scientific Journal “Intelligentsia and the World” and recommends if the manuscript should be accepted for publication of rejected. In case the recommendation is positive, the reviewer indicates the thematic section where the manuscript shall be published.
2.3. The manuscripts are accepted for publication with two positive recommendations from the reviewers.
2.4. The manuscript is rejected if there are two negative opinions from the reviewers.
2.5. In case only one of the two reviewers recommends the manuscript for publication, the decisions is made by the Editor-in-Chief (or in case of absence by Deputy Editor-in-Chief) after the decision has been discussed at the Board Meeting.
